[Insight-developers] Patch: let EigenAnalysis2DImageFilter also output the minimum eigen vector

EigenAnalysis2DImageFilter now is only generating the eigen vector
associated with the maximum eigenvalue. I add to let it also output 
the minimum eigenvalue's eigenvector as well.

Also wish the "EigenAnalysis3DImageFilter" is added. Thank you!
