[Insight-developers] LaplacianOperator

I just checked in a change to the LaplacianOperator.  There was a problem
with the kernel wrt pixel spacing. 
 
A side effect of the fix is that the magnitude of the Laplacian response may
now be different.  Algorithms using the Laplacian internally (read
levelsets) may have to adjust their scaling of the Laplacian response. Zero
crossings of the Laplacian should not be affected.
