Well, I tried that before emailing, but when I filled in my email 
address and first & last name, and then clicked "Create new account", I 
stayed at the same screen, with the email and first+last name blanks 
still filled in.  There was no indication that an account had been set 
up.  I'm getting the same behavior when I try it now.  So I assumed 
before that some administrator had to do it or something.
