[Insight-developers] Tests take too long to run

I have reduced the running time for itkDeformableTest.
I am still working on the itkGibbsTest, however, it seems that the running
is long because I am using Simulated Annealing o minimize the energy
function in itkRGBGibbsPriorFilter. I do not think it should reduced
anymore.
