Hi Folks-

I have added a new class: IOCommon in Code/IO. This is a partial 
resurrection of the Code/Common/itkImageIOCommon that I obsoleted about a 
week ago. I found the need to encapsulate some common IO functionality into 
one place.

Other folks, and I'm thinking the Analyze folks, I believe are adding some 
general IO functions into their IO code. I would suggest that if this 
functionality is general purpose enough it ought to go into IOCommon.
