[Insight-developers] BalloonForce3DFilter?

Hi Ting,

The BalloonForce3DFilter class didn't have an associated
test file in the Testing directory.  As a result the code
has not been compiled in a while and became out of sync
with the rest of the toolkit.

I just added a basic Test file under

         Insight/Code/Algorithms/

      itkBalloonForce3DTest.cxx

If you have a chance could you please take a look at this
test and verify if the filter is being used correctly.
