[Insight-developers] Header Tests

Perhaps it is time to remove these files from cvs, and use a custom command
in cmake to create them on the fly if you have tcl installed on your machine.
It would not be that hard to do with ADD_CUSTOM_COMMAND.   This way
it would reflect the users version of ITK.
