[Insight-developers] gnats ready to go

GNATS has been setup and is now ready to be used for filing ITK bugs. 
All the people listed in UserList.txt have access to the gnats database
at:
	http://public.kitware.com/cgi-bin/gnatsweb.pl

Use your email address (as listed in UserList.txt) as your password. 

Four categories of bugs are currently defined (new categories can be
easily added as we move forward):
	Build
	Documentation
	Source
	Testing

Everyone on this email list is set to get a notification whenever a bug is
added or its status is changed. Again the notification list can be changed
as needed. 

As the BUG-CZAR, I will be monitoring and cleaning the bug list
periodically.
