[Insight-developers] build problem with VC++

I am having problems building on VC++.

1) Updated CMake directory
2) Clean and rebuild CMake
3) Start up CMakeSetup.exe

Then I get the following error dialog boxes:

Could not find TCLSHCOMMAND, disabling testing

Then I get lots of messages saying the following for all the different
directories:

CMake Error: Error Writing F:/..blah blah.. /DartTestfile.txt

I tried building into a clean directory and I get the
same thing.
