[Insight-developers] Release version of test_qsvd on VC 6.0

test_qsvd gets into an infinite look when built as a "Release" for Visual C++ 6.  If I back off the
optimization level in build ITKNumerics then the test is fine.  The current setting for optimization
(from the GUI) is "maximize for speed" which causes the infinite loop but reducing it to "default"
removes the problem.

We have this problem with VTK and eventually just used the components of the optimization in /O2 that
would work.  I seem to recall that we needed to avoid a sub-expression optimization.  There, instead
of using /Ox we used all the components of /Ox except /Og
