[Insight-developers] Optimizers modified

Hi,

The optimizers have been reorganized.
They are all functional with the exception
of Amoeba for which a method seems to
be missing in vnl.

Test programs for the optimizers are available
at    Testing/Code/Numerics, but the
CMakeLists.txt file is not updated to include
them  (I have trouble to commit this file).

The nightly built took some of these changes
on their way, so, a good set of message in the
dashboard could be originated from these classes.

An update should bring the working version of
the classes.  They are all compiling and running
on WinNT.  Amoeba is running but the results
don't seem to be correct.

The references to Registration were removed, to
allow the Optimizer to be used for general
purposes.
