Note that this only works for builds that are officially "Continuous" builds. In other words, builds
that generated using the "Continuous" model of model and are summarized in the Continuous section of
the Dashboard. Experimental builds that have Continuous in the name do not count.

The VTK continuous builds are actually experimentals and should be changed to continuous builds.

Also, email is only sent if there are build errors and the build had Dart perform an Update.  If
there is no Update.xml file generated, then email is not sent for errors with that build.  This means
continuous builds should really have separate checkouts (and not share a single source tree between
multiple continuous builds).

Hi all,

  As some guilty parties may have already noticed, Jim Miller and I put together a email notification
system for continuous builds in Insight and VTK.  This is now a core capability of Dart.  If a
"Continuous" build result comes in and has errors, email is sent to all of the developers identified
as having committed code that was compiled during the build.  A carbon copy is also sent to a group
of build monitors.

  The intention of this system is to help developers catch errors extremely quickly, and fix them
before the nightly dashboard is triggered.
