[Imstk-developers] naming convention for issue labels

The issue labels were getting out of hand so I edited the naming convention
of the labels on the issue tracker last week:
https://gitlab.kitware.com/iMSTK/iMSTK/labels

The labels fall under three categories: *type, topic, priority*. Each issue
has at least one type and one topic labels. Priority label is only added if
priority is *low *or* high*.
