[IGSTK-Developers] IGSTK builds failure in the Nightly submissions

The nightly builds of the main CVS failed in most dashboard
machines due to the CircularSimulatedTracker test.

This test should only be compiled if the FLTK flag is turned on.

I have checked in a fix to the CMakeList file.
