Action Items:

1. Fixing and release NeedleBiopsy with IGSTK (Patrick)

2. Create Coordinate system class and modify SpatialObject class (Draft 
in sandbox, Luis will talk to Matt to get some help)

3. Tracker new API, State machine, and testing (Luis & Andinet)
    * fixing bug entries while doing the refactoring

4. TrackerTool new API, State machine, and testing (Luis & Andinet)

5. Modify ViewNew class to have a reference system instance inside (Andinet)

6. Make sure the example application code compiles, test, and fix 
applications (Patrick)

7. Freeze IGSTK and copying IGSTK (source, testings, and example) to 
Sandbox for compiling (Andinet)
