Hi Patrick,
The way it works is, all users are in blacklisted at first. When they
try to create an external link, the e-mail is sent to admins with the
link. The Admins can now add the user to the white list. Once on white
list, the user can add as many links as she wants.
This seems inconvenient, but in practice it works great.
