[IGSTK-Developers] FlockOfBirds tracker

Hello,

I won't have time to work on the FlockOfBirds tracker class before the 
release. Moreover, David provided new classes for the FlockOfBirds 
(Thanks David!) so I'll rewrite the class in IGSTK to make use of this 
addition.

So no need to code review these classes:
igstkFlockOfBirdsTracker
igstkFlockOfBirdsTrackerTool

since they won't be part of this release,
