[Dart] Sweeping Dart changes

Hi all,

  First off, I'm sorry that I didn't do this in a branch before checking into the main line Dart;
Bill Lorensen has adequately beat me up for this, so please no flames. 8)

  Secondly, the changes all seem to be working for the moment.  Almost all of the changes are client
side, and should not have changed any XML format/files.  Again, I may have missed something, so
please phase in your clients.  Old clients will continue to work properly without changes.

  When Dart settles down, I'd like to tag a CVS release for people to update their clients.  We will
also institute a moving tag that will contain the latest stable version.
