Navigation icons on a web site are most often arranged on the left side
(like it is currently) or arranged on a top row (like we suggest), or both.
It depends on the contents, and in our case we have pages that are *way*
longer than an average web page (the human factor department should have
mentioned that too :), therefore we "lose" the navigation panel very
quickly by browsing the page to the bottom, no matter how it is arranged.
But if it was arranged horizontally, it would be easier to browse (or
quicker, since less word wrapping would occur).
