[Dart] expected builds

There is currently no facility for "expected builds".

Along these lines, I was thinking of allowing a server to have a LocalDartConfiguration.tcl file to
add additional configuration information.  One item I want to put in this file is the flag to turn on
email for continuous builds.  Right now that flag is set in DartConfiguration.tcl which is generated
by CMake.  By default it is off and we manually edit DartConfiguration.tcl on our Dart Servers to
turn on the email facility.  However, this edit will get lost the next time CMake is run on the
server (which is rarely done).

However, if we have this LocalDartConfiguration.tcl file, it would the logical place to list the
sites and buildnames that expected on a daily basis.  We would always put a row on the Dashboard for
these builds which would be empty until they actually submitted results.

Is than an ETA on expected nightly builds?
A dashboard can be green, but machines can just fail to build or submit 
anything.
