[Dart] Dashboard rollover times.

Brad,

I looked through these changes.  They look great.  My only concern (minor concer)
is whether the directories created for the Nightlies are going to be "harder" to decipher 
since they now encode the hour and minute.  It was once suggested that we hyphenate 
the build stamp so it would be something like 20020108-0400-Nightly.  'Course the nightlies
"should" all have the same build stamp :) so they it should be pretty easy to ignore the last 4
digits.

If it all working fine, I'd say put it in the main tree.

Hello, all:

I just branched Dart to do an experiment with the new encoding.  The
changes went quite smoothly, and worked the first try (for creating a new
dashboard and submitting an experimental and nightly build after 7:00 pm).  
If you want to try this out, the branch tag is "BoostTime-branch".  I'm
currently using the new version for the Boost dashboard on
public.kitware.com.  We can see if it continues to work for a few days.
