Jim's right.  For testing purposes you can do "setenv NOUPDATE 1" and Update.tcl won't do any updates
at all.  I found out the hard way that it is difficult to test things when they get updated to 3:00am
all the time...

I also found out that cvs lets you have moving tags, i.e. a tag like HEAD that marks the last "good"
dashboard.  Since this is fairly low overhead, when we get to a good dashboard, we could
automatically advance the "LastKnownGoodBuild" tag (or whatever it's name is).

It looks to me that it only does a "cvs update -D date_of_nightly" when 
the model is a Nightly.  For experimental builds, it only does a
"cvs update".
