[Ctk-developers] CTK now downloads dcmtk via git protocol

CTK now<https://github.com/commontk/CTK/commit/a4de6fbde0d8f65d490d369874fd4be636645a00>retrieves
dcmtk using the git protocol.
Kudos to Michael for adding the protocol on dcmtk servers.
Remember, it's still possible to use the http protocol (set
CTK_USE_GIT_PROTOCOL to false).
