[Ctk-developers] building CTK on windows/mingw32

I would like to see mingw32 supported, since it's a "free as in speech"
windows compiler in contrast to the "free as in beer" Visual Studio
Express. We used it for MITK, which actually uses ITK and VTK, so
they're compatible (and you can cross-compile from Linux ;) )
