[ITK] [INSIGHT JOURNAL] "View Paper" link not working

Dear Jon,

Yes, the View Paper link has not been working for a while.

We need to invest effort into making the Insight Journal more sustainable
as a functional archive. I plan on making additional efforts in the coming
months.
