[ITK] One library missing in Windows build

Hello,

I'm built Windows static libraries for ITK 4.10.0 using CMake and Microsoft
Visual Studio Express 2013 (in Release mode). The build was successful, but
it did not generate one of the libraries, libitkgdcmuuid-4.10. I know this
library is missing because I had built the same ITK version in Linux, and
it generated this library. This seems to be the only library missing in the
Windows build.

Is it normal for this library to be missing in Windows build? If not, does
anyone know what may be the problem and how I can fix it?

I used the default configuration options in CMake, except that I
turned BUILD_TESTING and BUILD_EXAMPLES to OFF, and I
changed CMAKE_INSTALL_PREFIX to a desired directory.
