[ITK] Using VTK's TEST_SET_GET_BOOLEAN macro in ITK

Hi,
I'm wondering whether VTK's TEST_SET_GET_BOOLEAN macro [1] would be useful
to save typing (Set/Get and On/Off methods) when testing booleans.

I guess the itkTestingMacros.h would be the place to locate it if there is
no opposition, or if there are no conflicts using that very model.
