[ITK] Issue with ITK-2494 an old bug fix

Hi,

I recently found out that the fix explained in following thread may have some issues. The one I observed was that lower bound of the image region is correctly extended by 0.5 but the upper bound is "reduced instead of being extended by 0.5”.
