[ITK] [ITK-dev] CMake cross-compilation issues with hardware specific flags

CMake compiler testing procedures makes cross compilation challenging, especially where hardware specific compiler flags are used. Is there a workaround to achieve this functionality? We briefly mentioned this on Friday's performance improvement call. Thank you.
