[ITK] Insight journal dataset upload error

Hi Amir,

I don't know whether IJ's size limit can be circumvented or lifted, but you
can upload a large dataset to either Girder <https://data.kitware.com/> or
Midas <https://midas3.kitware.com/> and then add a hyperlink to
Insight-Journal.
