[ITK] reading private tags returns weird strings

In fact, this decodes
<http://www.opinionatedgeek.com/dotnet/tools/base64decode/> to 00 80 93 43
- four bytes given here in hexadecimal notation. The decoder you linked
does not seem to work correctly. I don't know why you expect 295 there.
