[ITK] PCA with ITK in Python

Hi Robert,
Please review this patch [1], which adds wrapping for
ImagePCAShapeModelEstimator.
A wrapping guide can be found in the ITK Software Guide [2] and patch
contribution instruction on the Wiki [3].
