[ITK] Hyperspectral images resampling

Hi Jean-Charles,

If the spectral components are treated as the third dimension, then
the image can be resampled with the ResampleImageFilter with a
low-pass filter to prevent aliasing [1] or with the BinShrinkFilter
[2].
