[ITK] [ITK-dev] ITK Doxygen Tags and XML not updating

Hi Brad,

Great to see all the Doxygen cross-linking!

I looked into the old tag and XML issue, and I resolved one issue.  I
will re-check tomorrow to ensure the new version is being uploaded.
