FYI, VTK has an option called "VTK_BUILD_ALL_MODULES_FOR_TESTS"
whose purpose is to cause all modules to be enabled that are
dependencies of the tests of other modules.  This is used in
dashboard builds to get things tested without forcing the
dependencies on all users.
