[ITK Community] [Insight-developers] New Valgrind Defects

Alright, this is a bigger problem than I thought.
I thought it was fixed by using initialization rather than assignment, but
the problem is that the const version of this code is copying the memory.
I know how to fix it in a few different ways. Let me digest this for a
little while before jumping to a solution.
