[ITK Community] Sync between Commontk/DCMTK and InsightSoftwareConsortium/DCMTK

Hi Folks,

I noticed that both fork are different [1][2], would be great if the ITK
one could be updated to match the one available on CommonTK. Especially
considering that the patches available on CommonTk [3] have been
contributed upstream and should be integrated soon.
