[CMake] how to find CUDA libraries under new CUDA framework?

I would start by looking at the contents of
CMAKE_CUDA_IMPLICIT_LINK_LIBRARIES and
CMAKE_CUDA_HOST_IMPLICIT_LINK_LIBRARIES
