[CMake] CMake Coverage broken with Ninja

Hi Haocheng,

`chcp` seems to be a Windows command.
I'm talking about Linux, which is UTF-8 by default:

$> locale
LANG=en_US.utf8
LC_CTYPE="en_US.utf8"
LC_NUMERIC="en_US.utf8"
LC_TIME="en_US.utf8"
LC_COLLATE="en_US.utf8"
LC_MONETARY="en_US.utf8"

any ideas for the Linux platform?
