[CMake] back-slashes for generator expression on windows

Check out the $<SHELL_PATH:...> generator expression. See docs at the
bottom of the following page:

https://cmake.org/cmake/help/latest/manual/cmake-generator-expressions.7.html

Something like $<SHELL_PATH:$<TARGET_FILE_DIR:foo>> should work I think.
