[CMake] When is UPDATE_COMMAND executed in External Project?

By re-reading my previous message, I realized that the question was
misleading. The following is what I wanted to ask:

1. When is "UPDATE_COMMAND" of external projects executed in cmake's
workflow?

2. How to make UPDATE_COMMAND running every time a user is running
'make/ninja'?
