[CMake] Reactivate Issue 0012379

I would like to vote up issue 0012379 (EXCLUDE_FROM_DEFAULT_BUILD in MSVC
breaks with dependencies). The feature is still broken in CMake 2.8 & 3.1.

Any suggestions or workarounds would be appreciated.
