[CMake] Cross-compiling - Avoiding libraries

This one ...

> SET(CEGUI_LIBRARY      ${CROSS_DIR}/CEGUI/lib)

... and this one are directories AFAICT, but you need to name a library here I 
guess. So appending something like "/libOpenAL.lib" or however that thing is 
called may solve your problem.
