Merge topic 'CPack-fixRegressionCPackWithNoArgs' into next

926d634 CPack fix regression between 2.8.7 and 2.8.8 when running
cpack with no arg.

I do agree that we need a test for that behavior but I do not have
time to implement it right now.
My mistake was to re-use the CheckOption logic from cmake which does
not have a default behavior
when called without argument.

On the contrary cpack and ctest may be run with no args when run in a
build tree.
Sorry about that.
