[CMake] Problems with CPack 2.8.8

Looks like we let the default command line behavior get trounced when
we added the new cpack --help* stuff... Guess we don't have a test for
that.

To loop over all configure CPack generators, you can still use the command line:

  cpack -C CPackConfig.cmake

But:

  cpack

just by itself simply spits out the help text now.

Should we put it back to the way it was in 2.8.7, or should we leave
it the way it is now in  2.8.8?

Seems like 3 months is a pretty long time before anybody noticed a
change in behavior like this one.
