[CMake] RUNTIME_OUTPUT_DIRECTORY_<CONFIG> has no effect

I tried that just now, but then CMake exits with the message

CMake Error at CMakeLists.txt:8 (SET_PROPERTY):
  set_property given names for GLOBAL scope.
