[CMake] Who needs daylight savings time, anyway?

Blog post I pushed today that might help you with your "Nightly Start
Time" around this time of year -- if you find yourself adjusting
things every six months to account for daylight savings time, please
stop the madness. :-)

Express your project's nightly start time in UTC, but start your tasks
later than that in the local time zone.
