[CMake] CTest xml encoding

Ok, all problems solved. The encoding is correct now - tested with
2.8.1rc3. I did not test 2.8.0.

The upload problem was a php config problem. I forgot to install
php-zlib package. I should have looked into the php logfile earlier...
