[CMake] can cmake start the build?

If what you want is to trigger configuration+build(+install) with one single
call, cmake already does something similar to what you want. On an already
configured project (you need to call cmake explicitly at least once), when
you invoke make (or equivalent), cmake will be automatically called if
configuration needs to be rerun.

Option 2: Write a small script that invokes cmake, then make

I don't know if you can do exactly what you want, because Makefiles (or
equivalent) are not generated until the very end of the configuration
process.

Just curious, why do you need to _always_ trigger the build after
configuring?
