[CMake] How to specify library dependencies?

Thanks everyone for the help. Michael, in your example code, is
"if(WINDOWS)" pseudocode? Is WINDOWS a valid usage here? If not, what would
the actual conditional look like to check for windows/mac/linux? Thanks.
